Unauthorized Development in the CRZ area of Kelwa, Palghar.

BEAG observed the construction of a road along with a pipeline on the seaward side at Shroffwadi in Kelwa village of Palghar. Additionally, it was noticed that the pipeline outlet extended through the sandy beach of Kelwa, leading into the sea. As per the CRZ regulations, no constructions are allowed within the CRZ 1A, which is ecologically sensitive, and the constructed road and pipeline is in clear violation.


On May 29, 2023, BEAG raised this issue with the Tahsildar of Palghar District. The matter was subsequently discussed in a hearing, after which the Circle Officer, Mahim was ordered to conduct a site visit. The officer confirmed that the construction was indeed within the CRZ area and violates the CRZ regulations. Following this several hearings took place and on 26th September, 2024, a final order was issued, mandating the removal of the unauthorized pipeline and notifying the relevant parties about the same.
BEAG continues to actively follow up with the authorities to ensure that the order is being implemented.
